Harvest-now-decrypt-later is a present-tense problem: traffic captured today is decrypted whenever the hardware arrives. The useful agent is not a cryptanalyst, it is an inventory, what is encrypted with what, how long it must stay secret, and therefore what to migrate first.

- Tracks the post-quantum standards as they settle
what it does not claim
Takes no position on quantum timelines, because nobody credibly can. Grover halves symmetric security, AES-256 stays adequate. It is the public-key layer that has to move.
